Penny Webber is twenty-six and has never had a boyfriend, yet she is about to launch a dating app with her best friend, Rory. Their app, LEVEL, aims to make dating less shallow by hiding a person's photos until two users have exchanged enough messages to reach a certain level. It becomes an instant hit.

Prompted by her team, and over Rory's objections, Penny downloads LEVEL herself to prove a point. Meanwhile she is also planning her brother's wedding, mediating between her divorced parents, supporting her flatmate through heartbreak, and dealing with an increasingly complicated working relationship with Rory. As the app leads her through one failed date after another, she begins to lose faith in her ability to help other people find love.

Then comes a new complication. LINK, the biggest dating app around and the shallow one that inspired LEVEL, offers a merger. Its CEO is a walking red flag who is used to getting what he wants, and what he wants now goes beyond Penny's share of the company. As co-founders, Penny and Rory end up on opposite sides of the decision, and the tension between them grows while Penny struggles with unexpected feelings for her best friend.
