On Foresta, a robot uprising led by Ziggy has drawn a grim response from Nero. Rather than handle the crisis himself, Nero gambles on a roll of the dice and gives his son, Shura, complete authority and responsibility for dealing with Ziggy.

Shura's answer is to wipe out every robot in the Aoi Cosmos. He then announces the plan openly to every world in the cosmos, sending the empire on an unstoppable march toward war.
